Digital ocean working well for me, and digitalocean also accept debit and credit both type of cards. Also you can use paypal as a payment method but you will not get credit.
If you are adding your debit/credit card than make sure international transaction are enable for your card otherwise contact to your bank to enable international transaction for your credit or debit card.
